<h3>Securing Social Security &amp; Medicare for our Future</h3>In this country, we take care of the generations that came before us.&nbsp; I’m proud to be part of a compassionate society that doesn’t turn its back on its citizens when they most need our help. But our social safety nets are under attack from many Republicans who want to privatize or gut these critical programs. We must keep the promises we’ve made to seniors, and I will continue to stand strong against attacks on these crucial programs.In the years since Ida May Fuller received the very first Social Security check on January 31, 1940, we have taken great pride in delivering to seniors the promises that we made. In Congress, I have fought against the privatization of Social Security, insulating it from the kind of financial gambling that precipitated our 2008 economic downturn.The seniors who helped to build our families and our communities should be guaranteed access to affordable, quality health care. In Congress, I’m working to protect Medicare from Republican attempts to convert the program to a risky, expensive voucher plan. Republicans want to end the Medicare guarantee that our seniors have counted on for years, leaving our seniors on their own with major healthcare decisions and costs. No one should have to choose between heating their homes and maintaining their health. That’s why I voiced my strong opposition and voted against extreme attempts to turn Medicare into a voucher program.

Our social safety nets are under attack from many Republicans who want to privatize or gut these critical programs. We must keep the promises we’ve made to seniors, and I will continue to stand strong against attacks on these crucial programs.

<h3>Building a World-Class Education System</h3>I am proud to have the endorsement of the Illinois Federation of Teachers and Lake County Federation of Teachers.For our nation to ensure its long-term prosperity and security, we must provide world-class schools.&nbsp; Education is the engine that will drive the breakthrough technological advancements in energy, in health care, and in tackling virtually every challenge we face today and in the future.&nbsp; Our children must be afforded every opportunity to succeed and reach their potential, regardless of where they live.Success must start with supporting our teachers who nurture curiosity, instill critical thinking and foster creativity. Rather than blaming our nation’s problems on teachers and stripping their rights to lobby, we should be empowering them with the best tools available. We should be training teachers in their fields—especially emerging science, technology, engineering and math (STEM) fields, as well as history and the arts. With teachers who are fully qualified and fairly compensated, we can create the outstanding workforce we expect, need and deserve.In Congress, I worked to help graduate more students who are prepared for success in a 21st&nbsp;Century world.&nbsp; We must work diligently to ensure students who graduate from high school have the skills and tools to succeed throughout life, including training in math, science, and the liberal arts, and to ensure that quality higher education is an affordable aspiration for all families.I believe there are several ways we can make immediate progress on all of our education goals:<ul><li>Ending the unfair and unproductive attacks on teachers.</li><li>Increasing our investment in early learning programs, striving to have every child have the opportunity for a pre-school experience.</li><li>Helping states transform their most challenged schools to ensure every child has access to quality education.</li><li>Developing shared educational standards that help provide young people the lessons, skills and tools to succeed in a competitive global economy.</li><li>Developing effective measures of learning and academic performance to create high, and realistic, expectations and accountability for educating our children.</li><li>Offering affordable technical, undergraduate, and graduate education, through community colleges, colleges, and universities.</li></ul>

All Americans are entitled to be treated equally under the law, regardless of whom they love. As Americans, we are all equal. Anything otherwise is just wrong.In 2015&nbsp;the Supreme Court, in a major landmark decision, recognized that marriage is an institution reflective of the love between two people, period.&nbsp; It was a great victory for our nation.I also felt it was a personal victory as well. As a member of Congress I actively worked to bring equality to reality, including strongly supporting the Respect for Marriage Act to repeal DOMA. &nbsp;&nbsp;I campaigned on equality in my first campaign in 2012, and in my subsequent campaigns since.&nbsp; June 26, 2015 is a day I will long remember and celebrate.Unfortunately, our work is not yet complete. Sadly, in too many states, couples that can now legally marry can still be fired from their jobs or kicked out of their homes, simply because of whom they love.&nbsp;That is wrong.I believe we should all be judged in our jobs and careers by the quality of our work and the value we bring to our workplace.&nbsp; No one should have to face discrimination in the workplace or in their ability to earn a living and provide for their family.That’s why I helped introduce the&nbsp;Employment Non-Discrimination Act (ENDA)&nbsp;to add sexual orientation and gender identity to the current list of employment protections that include age, gender, religion, race, and disability.And it is why I strongly supported the&nbsp;Equality Act.&nbsp;&nbsp;It is unconscionable to allow people to be legally discriminated against, whether in the workplace, in purchasing a home, or conducting their day-to-day business. The Senate needs to follow the House's example and pass this vital piece of legislation.

<h3>Drafting Responsible Budgets with Transparency and Accountability</h3>For too long, our national debt has continued to spiral out of control, and Congress has been fueling the fire. I’ve often said that politicians in Washington should take a lesson from our small businesses and working families, who have been doing more with less for years now.Throughout my career, I worked with small and medium-sized businesses. I helped companies across many industries grow and succeed, and I know that budgets matter. That’s why in Congress I voted for the&nbsp;No Budget, No Pay Act, which would take away pay for members of Congress if they failed to pass a budget.I also voted for the budget compromise passed by Congress in 2013. This was the first budget Congress passed in three years (and the first by a divided Congress since 1987).&nbsp; The agreement provided critical funding for important projects, including those that protect the Great Lakes and provide job training for the unemployed. Like all compromises, no one got everything they wanted, but both sides found common ground in order to provide the certainty and progress that our constituents want and small businesses demand.

Our national debt has continued to spiral out of control, and Congress has been fueling the fire. I’ve often said that politicians in Washington should take a lesson from our small businesses and working families, who have been doing more with less for years now.

<h3>Serving Veterans &amp; Military Families</h3>Military service is one of the greatest honors a citizen can perform for their country. We owe it to our service men and women to treat them with the same dignity, respect, and sense of responsibility that they have shown to us, and our country. When our veterans return home, there must be a full range of support systems in place.Supporting our veterans is a top priority for me.&nbsp; I&nbsp;am proud to have hosted many veteran job fairs while in Congress, and worked closely with the Veterans Rapid Employment Initiative (VREI) to directly help veterans get their feet on solid ground after returning to civilian life.&nbsp; And I was honored to help service organizations like the Veteran’s Closet in North Chicago and the Fuller Center’s Hero Project in Waukegan obtain the resources they needed to get up and running.In Congress, I worked to make sure that our veterans and their families are cared for and honored for their service.&nbsp; That’s why I supported the&nbsp;Veterans Entrepreneur Act, the&nbsp;Military Surviving Spouses Equity Act, the&nbsp;21st&nbsp;Century Health Care for Heroes Act, and many other programs to take care of our veterans and military families.We need to maintain a 21st&nbsp;Century GI Bill to provide educational opportunities to a new generation of American heroes. There must be world-class health care for our wounded veterans, those injured both physically and mentally. We must empower the VA to continue to offer these quality services to the men and women of our military once they return from service. Their sacrifice has been too great for us to forget about them as soon as they put their uniform away.We must also support our military families and sustain them while their loved ones are deployed on active duty. They bear a tremendous burden just like their husbands, wives, fathers, mothers, and siblings in uniform do.

<h3>Creating Jobs and Growing the Economy</h3>For too long our economic recovery has been hindered by partisan bickering in Congress, preventing needed progress on many important issues. Consequently, middle class families in Illinois and across the country continue to struggle to make ends meet. That’s why creating jobs and strengthening our economy to grow our middle class will always be my top priority in Congress.<h4>Small Business</h4>For more than 25 years, I helped small and medium-sized, mostly family-owned, businesses succeed and grow.&nbsp; I was proud to represent hard-working families in the business community through my service on the House Committee for Small Business. I’ve seen firsthand the challenges and issues many of our businesses are facing, and I worked every day to be their voice in Congress.Small and medium-sized businesses create the vast majority of new jobs, and they are the driving force behind economic growth and a thriving middle-class. The fastest and best way to propel this economy forward is to get these businesses hiring again.&nbsp; That’s why I introduced a bill promoting the interests of smaller businesses in any tax reform effort. And that’s why, to help entrepreneurs launch their ideas, I introduced a bill to expand public-private efforts to provide startups with the help and support they need to get off the ground.<h4>Manufacturing – Make it in Illinois, Make it in America</h4>Illinois’s 10th&nbsp;Congressional District represents one of the largest concentrations of manufacturing jobs in the entire country.&nbsp; I understand that supporting manufacturers and helping them grow and hire good people is critical to expanding our local economy. Yet, nationwide, between 600,000 and 800,000 quality, well-paying jobs remain unfilled for lack of workers with the necessary skills.I am committed to closing this skills gap. &nbsp;When in Congress, I introduced the AMERICA Works Act&nbsp;to bring educators and industry leaders together to create more effective workforce training and development programs, and the&nbsp;LEARN Act&nbsp;to expand On-the-Job training programs.<h4>Innovation, Research and Development </h4>American innovation has changed the world, and the next generation of inventions will be the direct result of our investment in research and development. As we struggle to get our economy back on track, we can’t lose sight of these important investments.In Congress, I consistently advocated for maintaining government investment in both basic and applied science, as well as support for ongoing incentives for corporate R&amp;D.<h4>Infrastructure</h4>A growing economy based on modern, advanced manufacturing, needs a modern, advanced infrastructure.&nbsp; For far too long, Congress has kicked the can down the road, threatening our future with an infrastructure debt that is every bit as daunting as our fiscal debt.It’s estimated that over 70% of our nation’s roads and bridges are in mediocre to poor condition. Investment in a new bridge or a modern highway is an investment in our future. That’s why I support sensible, long-term investments in our nation’s infrastructure.<h4>Workforce</h4>Education is the engine that will drive breakthrough technological advancements in energy, in health care, in tackling virtually every challenge we face today and in the future.&nbsp; The next great American invention that will change the world will be a direct result of creative, intelligent thinking that will begin in our classrooms.&nbsp; And it is in our classrooms that we must start to teach the great diversity of skills the next generation will need to thrive in the new economy.

Our top priority must be working to bring quality, affordable health care to all Americans, while constantly seeking economies and efficiencies to bring down the overall costs of the health care system.Too often, we’ve seen Republicans trying to score political points by attacking the Affordable Care Act. Their failed efforts to repeal and replace the ACA earlier this year suggest they are motivated only by partisan politics,&nbsp;rather than by helping working families access affordable care.&nbsp;We&nbsp;spend more on health care than any other nation, and still do not have longer life expectancies or healthier lifetimes.&nbsp; Prior to passage of the Affordable Care Act, Americans’ health care costs were rising far faster than inflation.&nbsp; People with pre-existing conditions could not get affordable insurance coverage, and too many people faced the double tragedy of financial ruin caused by unexpected medical expenses.&nbsp; That’s why I fought, and will continue to fight, to protect ACA from the repeated attacks of the Republicans.There are vitally important parts of the Affordable Care Act that need to be protected against Republican attempts to repeal it.&nbsp; We cannot afford to go back to a time when insurance companies could deny someone coverage because of a preexisting condition or kick entire families off of their insurance just because someone got sick. The Affordable Care Act stopped insurance companies from charging women more for their care, and young adults can now stay on their parent’s insurance plan until age 26—a policy that will help many young people finish their education and start their careers without worrying about their health care coverage.But we also need to continue to make important changes to fix problems with the Affordable Care Act.&nbsp; In Congress, I worked to bring greater transparency&nbsp;and oversight to the new health care law.&nbsp; I worked to eliminate taxes that stand in the way of much needed technological innovation.&nbsp; These are just some examples of important, common sense changes Congress should be working on to improve health care reform and make sure it is working for Illinois families.Republicans in Congress have repeatedly wasted taxpayer time and money, and even shut down the government, in their endless efforts to completely repeal the health care law. We simply cannot afford this kind of dysfunction and gridlock.&nbsp;That’s why I consistently voted against repeal and continue to focus my efforts on working with my colleagues, on both sides of the aisle, to find ways to fix and improve the law.&nbsp; I have no doubt that if we come together and focus on improving our system in smart, sensible ways, we can make our health care system once again the best in the world.

As a member of the Foreign Affairs Committee, I have supported policies that preserve the United States’ positive influence and leadership in relations with our allies, in addressing challenges with our adversaries, and in helping set international policies in global forums. Our goal in foreign policy must always be to keep America safe today, as well as work to craft a sustainable, forward-looking policy that can ensure our security and prosperity for years to come.As the international system continues to evolve from the bipolar world of the last half-century to one of multiple influential powers, the US must also continue to combine a strategic defense policy with diplomacy and development. At the same time, we must focus on sustaining and enhancing our economic strength, as stability at home will translate into continued influence and investment overseas.Specific Foreign Policy Issues:<ul><li>No Nuclear Weapons for Iran</li><li>Peace and Security for Israel</li><li>Refugees</li><li>Greece and Cyprus</li></ul><h3>No Nuclear Weapons for Iran, Now or in the Future</h3>I believe the greatest threat to our national security and one of our biggest foreign policy challenges is preventing a nuclear capable Iran. For almost two decades I have advocated that it is imperative that the United States and the international community permanently block any and all paths for Iran to acquire a nuclear weapons capability through a dismantling of the country’s enrichment infrastructure, an end to Iran’s militarization programs, and the cessation of reprocessing capabilities for plutonium, such as the Arak heavy water facility.It is also important to acknowledge that a nuclear Iran presents, long-term, the most dangerous threat to the entire region. That is why in Congress, I helped introduce and pass tougher Iran sanctions legislation.&nbsp;<h3>Peace and Security for Israel</h3>I came to Congress as a life-long friend of Israel. I first visited Israel in 1983 and have returned more than 15 times, most recently last year.&nbsp; I know that there is no more important strategic partner for the United States in the Middle East than Israel.My position on the House Committee on Foreign Affairs provided me the status to advocate for a strong US-Israel partnership in Washington, fulfilling my commitment to be a leading voice towards ensuring that this critical relationship remains strong, steadfast, and secure.&nbsp;During my first term in Congress, I used my perspective and experience to take key leadership roles on major initiatives designed to strengthen the US-Israel relationship, and to promote peace by preventing Iran from acquiring nuclear weapons. In 2013, the House unanimously passed my bill, the&nbsp;Israel Qualitative Enhancement Act, which helps ensure Israel is equipped to defend herself against growing, diverse threats.&nbsp;&nbsp;We must also work with Israel, our most reliable, most important ally in the region, as well as with Palestinians to create the context for a lasting, negotiated resolution to their conflict, based on two states for two people.I will diligently continue my strong advocacy for the US – Israel relationship to ensure that Congress remains actively and constructively engaged in preserving this critical strategic relationship.&nbsp;<h3>Refugees</h3>We all rightly look to our government to secure our borders, protect our cities and keep us safe. Security has to be, and has long been, our government’s top priority. It is imperative that we continue to diligently watch for potential threats by all appropriate means. We have to make sure we control who enters our country. And we have to sustain and increase our efforts to fight the terrorists at their source, both on the ground and in the battle for hearts and minds.But we cannot afford to let fear overwhelm the very values that define our liberties and put us on the right side of this struggle. Our country is stronger today because we welcomed and integrated past generations into our communities. We cannot turn our backs on these principles now.I understand and appreciate the desire of people to ensure that our current screening processes guarantee that no terrorist is able to enter our country. I also know from experience that no system is perfect, and even the best systems need to be continually improved. That’s why I support calls for investing in enhancing our screening programs, not just now but into the future.While we must always be diligent in keeping all individuals seeking to do us harm from entering our borders, we should never ban any specific religious or ethnic group as a whole, and I would vigorously oppose any effort to do so.<h3>Greece &amp; Cyprus</h3>For many residents of the 10th Congressional District, concern for Greece is not just about foreign policy, it’s about friends, family, and heritage.As a member of Congress, I will again be a leading voice promoting a strong partnership between the United States, Greece and our other European allies.&nbsp; I am also proud to be a founding member of the Congressional Hellenic Israel Alliance.Pursuing a Just and Lasting Political Settlement on CyprusFor over 40 years, Cyprus has been divided, with nearly one third of its territory occupied by Turkish forces. I support the United Nations’ calls to Turkey to remove forces from Cyprus and allow for a settlement to take shape. We cannot allow for a continuation of the violation of human rights in Cyprus to continue.

Our goal in foreign policy must always be to keep America safe today, as well as work to craft a sustainable, forward-looking policy that can ensure our security and prosperity for years to come.

<h3>Defending Women’s Rights</h3>In recent years, Republican attacks in Congress on women’s access to health care and economic opportunity have been relentless. We have seen those attacks reach a fever pitch in the last year, in Congress and across the nation, with both verbal and physical attacks on Planned Parenthood.I am proud to stand strong against these attacks and support women’s rights. &nbsp;As a son, brother and husband, I fought for women’s rights before I got to Congress, and I had a perfect record on women’s issues when in Congress.&nbsp; I am 100% pro-choice and I will always stand with Planned Parenthood.I proudly supported the&nbsp;Violence Against Women Reauthorization Act (VAWA)&nbsp;to make our communities safer, and I was proud to support the&nbsp;Paycheck Fairness Act because everyone deserves to be paid the same pay for the same work.I believe in a woman’s right to make her own decisions about her body and her health, free from intrusion by the government.&nbsp;We must protect women’s access to comprehensive health care, including family planning, birth control, and safe, legal abortion. I consistently spoke out and voted against every Republican effort to ban access to critically important health care services.&nbsp; A woman’s health care decision is between her, her doctor and no one else.I believe we can reduce the number of unwanted pregnancies, and subsequently the number of abortions, by expanding access to family planning and birth control. We should promote effective sex education programs to teach about abstinence, birth control options, sexually transmitted diseases, and other information to help young adults make good decisions now and throughout their lifetimes.We should also expand ways that we support women and their families who choose to carry their pregnancy to term.&nbsp;We can support these women by improving access to quality prenatal care, as well as creating more pathways for adoption, including for same-sex couples and single parents.

<h3>Protecting our Environment and Combatting Climate Change</h3>I believe we must be responsible stewards of our environment and in Congress I fought for programs that preserve and protect America’s environmental heritage.&nbsp;&nbsp;It’s our duty to future generations to protect our air and water, conserve our natural spaces, and urgently address climate change.&nbsp; Acting responsibly today will promote economic growth, create jobs, and preserve our global leadership in energy and other fields.In Congress I voted against the attempts to weaken clean air and clean water protections and against defunding critical environmental regulations. I stood firm against the Republican proposed $300 million cut to the Great Lakes Restoration Fund and worked hard until this crucial funding was restored. I worked to expand state and local efforts to combat invasive species, such as Asian carp.I believe we must act without delay to address climate change. In Congress, I will support policies and investments that move our country toward creating the clean energy economy and reducing our carbon footprint.

<h3>Comprehensive Immigration Reform</h3>We need urgent action on comprehensive immigration reform. I proudly support this reform because we need an immigration system that matches the agility and competitiveness of the 21st&nbsp;Century global marketplace and that secures our border in a way that promotes the practice of legal immigration.America’s immigration system is broken and the status quo continues to hold back our economic potential. But rather than work to secure the border or fix our broken immigration system,&nbsp;Republicans continue to play politics and kick the can down the road.President Trump's cruel choice to effectively end the DACA program&nbsp;once again puts the future of Dreamers in jeopardy, blatantly flies in the face of the Supreme Court’s recent decision, and recklessly subverts our nation’s rule of law. In Illinois’ Tenth District alone, there are&nbsp;<a href="https://dornsife.usc.edu/csii/daca-map/" target="_blank" rel="noopener noreferrer">more than 6,000</a>&nbsp;young people eligible for DACA. They are part of the very fabric of our communities. They are our friends, co-workers, and neighbors. I was proud to vote last year to pass the Dream and Promise Act to create permanent status in the United States for DACA recipients and a path to citizenship. I will not stop fighting for them and for the communities of which they are an important part.&nbsp;I applauded former President Obama's efforts to prevent children, and their parents, from being punished for the failures of politicians. I believe the DREAM Act is an essential part of comprehensive immigration solutions. Each year, approximately 65,000 undocumented students graduate from high school. We need legitimate pathways to citizenship for these immigrants who were brought here as small children to pursue their dreams and contribute through college or military service.Passing comprehensive immigration reform will free people from living in the shadows of fear of deportation to be able to pursue higher education, buy homes, start businesses and expand our economy. This will strengthen the communities of the 10th district, and our nation.

The searing pain of losing a loved one to gun violence never fades.I am named after my great-uncle Sam, who was murdered by a gunman before my birth.&nbsp; With my inherited responsibility for carrying forth his legacy, standing up to gun violence isn’t just about good policy…it’s personal. That’s why my very first speech from the floor of the United States Congress was about standing up to the NRA and calling for sensible gun safety legislation. That speech and my votes in Congress led to the NRA giving me an “F” grade.Senseless gun violence is happening every single day across America, tragically affecting our communities, our schools, even our children in their own homes.
